Here's a posting to place a few exclamation points after, folks.

Just got word from Carl N. that the D 209 school board voted to pay over $22,000 in legal bills for Chris Welch related to the civil defamation and libel suit against him. It wasn't unanimous, at least two members voted against it. Not sure how Forest Park's supposed rep Bob Cox voted.

This despite the fact that the civil suit alleges the defamatory blog postings came from computers at the law firm where Welch and his lackey work, not D 209, and that the Proviso Insider supposedly has no connection to D 209.

I'm sure there's an explanation, maybe even one with a kernel of truth in it. So let's hear it. The average student at Proviso high schools may not be able to spell "gall," but Welch sure knows its meaning.

Proof positive that the only way Welch will ever be stopped doing what he d a m n well pleases is if he's standing in an orange jump suit in front of a federal magistrate. The voters here in Proviso township are far too stupid or corrupt to do the job politically.

So, Mr. Cox, how'd you vote on this issue, and why?

Don't believe that Mr. Cox has ever posted on this forum so this is probably not the best way to get an answer from him.

The voters in Proviso are poorly informed regarding D 209. It's a severed limb with a life of its own; on our dime.

To what degree does the Review accept blame for the situation? Their coverage could be better don't you think? Their editorial position could be amped up several notches?

Is their coverage and position a reflection of the apathy or the cause of it?

and WHY?

What I have really learned is that until we get rid of political agendas this school system will not move forward.”

“Tonight in special session, the Bertie County Board of Education met and has decided to end its relationship with the current Superintendent, Dr. Nettie Collins-Hart. This was a difficult decision for the board and one that was made in an effort to move the district in another direction and help our children succeed. The board will act expeditiously to appoint an interim superintendent and to begin the process for selecting a permanent replacement.”

In response to the previous posts, I can offer you the real story because I worked in the school system during Dr. Collins-Hart's tenure there. In the article, one citizen stated she felt Dr. Collins-Hart danced around the question of why she was terminated. What some may have perceived as skirting the issue was simply the integrity and professionalism of Dr. Collins-Hart; never casting disparaging remarks on the Board of Education. Even in the midst of the turmoil surrounding her termination, she chose to honor the position and respect due any Board of Education and has held herself above the name calling and political furor. She was terminated "without cause", a condition found in the contracts of many superintendents. When Dr. Collins-Hart accepted the position of superintendent in Bertie County, she also accepted the challenges of overcoming questionable financial conditions within the district, a 40-year old desegregation case, poor academic performance in the schools, and a tumultuous political climate. Each area of concern entrusted to her care by the members of the Board of Education was resolved to their satisfaction, so much so, that in her 2005-2006 evaluation, she received 289 out of a possible 295 points and was awarded an extension on her contract.
In August of 2006, the School Board honored Dr. Collins-Hart and each board member praised her vision and leadership. Board member, Melinda Eure stated, "You have our support...100 percent." The then vice-chair, Ricky Freeman was quoted, "We have all the confidence in the world that you can get the job done here in Bertie County." However, in December, a new board member was sworn in and subsequently, in January, after only two meetings with the superintendent, the Board of Education voted 3-2 to terminate her contract without cause. The 2 board members who had so strongly spoken in support of Dr. Collins-Hart just 4 months earlier now voted with the new board member to remove the superintendent. One board member stated that such a rash and hasty decision offered evidence that only personal and political agendas were the controlling force in such a devastating decision regarding education in the county.
In a school system which was plagued with questionable educational practices, Dr. Collins-Hart insisted that school board policy once again become the driving force in board of education decisions to ensure there would no longer be uncertainties and doubt regarding the ethics of Bertie County Public Schools; personal favors and waiving of board policy were no longer the norm. Unfortunately, this may have provided the thrust to the movement to unseat her because by following board policy, she upset the status quo in a community in which elected officials still operate on the "good ole boy" policy.
For two years prior to Dr. Collins-Hart coming to Bertie, there had been a battle of power played out by the previous superintendent and the county manager. Dr. Collins-Hart inherited this relationship and when she proved to be a superintendent who would speak out for the rights of the children of Bertie County, her fate was sealed. She had the misfortune of having a board chair who worked for the county manager (some might consider this a conflict of interest). Thus, she became a political pawn in a game of educational and political chess played out by a newly elected board member and the undue influence caused by the amalgamation of the board chair serving as an employee of the county manager.
Now you have the real story...political and personal agendas. I urge the Asheville City Schools Board of Education and the community to look past this facet of Dr. Nettie Collins-Hart's professional life and not allow it to continue to haunt and shape her career.
Dr. Collins-Hart always began each staff meeting by asking the question, "And how are the children?" Under her leadership, the children in Asheville City Schools would be well!

ok. this link works.
this is just a wild story. welch has a personal lawsuit against him, but you and i will pay his attorney fees. apparently welch believes anything said about him reflects back to his board position. interesting (self-serving) position.

This is an odd statement from Libka:  "The superintendent, whose contract expires at the end of the month, also said he can see how the lawsuit and the district are "interrelated." Pressed to explain the connection Libka said he's not familiar with the details of the case." 
 
So he's not familiar with it but is willing to use our money to pay for it.  Very odd.

Odelson & Sterk are suing the Proviso Insider Blog and Chris Welch as an author of slanderous statements on that Blog.

By 209 paying the legal fees, O&S should amend their suit to include District 209. In accepting Welch's legal fees, they are admitting that Proviso Insider is a public relations adjunct of District 209.

Which alters the Insider's stated goals:
The Proviso Insider is a web log where you can find unbiased, straightforward information about politics that affect Proviso Township. Our goal is to be a beacon of light in the midst of Proviso's darkness.

Both the Probe and Insider have become moribund, though Carl perked up enough to blog about this development.

Yin and Yang. Carl posts "information", the Insider counters with different/conflicting "information". Both are biased, neither is straight-forward, both leave the water muddier than before.

Here are some insights of the other board members.
 

Board member Robert Cox, who voted to pay the fees, said he believes the school district could be dragged into the case in the future.

"I would be vehemently opposed to using district money to protect an individual in a frivolous suit, but it's not so clear-cut when you're on the board level," Cox said.

Board member Dan Adams agreed, saying that he believed Welch was being sued because he is a school board president and that the district should pick up the tab.

How much, for what? Blog participation is voluntary, not a job requirement.

Were his posts approved by the majority of the school board? Did he confer with school administration, staff or counsel before making the assertions and accusations alleged in the suit?

Do you think he was acting within the scope of his duties by posting anonymous accusations on a blog site?

Can the board's agreeing to pay legal costs be considered approval of such tactics and antics?

If his service is 24/7 should his behaviors be monitored more closely?
Are all of his actions and words, regardless of format, covered by the taxpayers pocketbook? Where do they draw the line? If he says things that later come back to bite him, are we to defend him and pay any/all costs?

i had no idea welch was so dedicated to his board position. 24 hours a day - well, that leaves very little time for anything else, eh?
 
don't you think the key issue here is his anonymous blogging?
he tries to equate his strenuous 'undercover' work to giving interviews w/newspapers and radio. pitiful.
yes, 'blogs are effective tools of communication' but not when the Board President posts anonymously.

i saw him at mcdonalds, i 'accidentally' dropped a napkin on his table with the words 'chicken pig, chicken pig' written on it.

If he's doing 209 business 24 hrs a day (a NON-paying gig) how does he maintain his billable hours as an attorney? How many other 24/7 irons does he have in the fire and are they all being handled as "responsibly" as his Presidency of 209?

perhaps it depends on what the word 'me' means.
welch may be one of those megalomaniacal individuals who, when they use terms like 'me' and 'mine'  mean 'y'all' and 'everything y'all own.'

First: What an utterly nauseating mistake electing a spineless weasel like Bob Cox was. If I ever needed proof I'm not infallible, my vote for him is it. What a fool I was. Speaking of fools....

An open letter to the Chicago media, for what little it's worth.

As a former local columnist who's covered Welch since 2004, I can say with total confidence anyone who believes a word he says either has never met him or is simply a fool.

If the Chicago Tribune or Chicago Sun-Times ever manage to pull themselves out of their downward spiraling journalistic anorexia, they would be well advised to spend some of their resources on coverage of the utterly corrupt practices in Forest Park, Proviso township, District 209 and several other western suburbs.

It's all currently flying under the radar of the two supposed major daily newspapers. Ironically, the US Attorney for Northern Illinois appears to be paying us some attention, with more to come, hopefully.

Maybe that'll get the Trib management's attention, if they think they can get a Pulitzer out of it, or the Sun-Times, if they think they'll add a few subscribers. I've given believing they'll do it simply because they're, well, news papers.

The shame of Proviso's high schools

We have written so many editorials over so many years suggesting the Proviso high school district has reached new lows. Now we salute this failed, forsaken, morally bankrupt school district for its capacity to surprise us. Clearly no one there knows where bottom is.

On our Web site last week we first reported that Chris Welch, president of the school board, had convinced his compliant board colleagues to shell out $22,000 in taxpayer money to pay Welch's personal legal fees in a defamation suit bought by the district's previous law firm.

Be clear. This suit has nothing whatsoever to do with the school district. The suit resulted from Welch allegedly posting slanderous comments about the fired lawyers on an Internet blog. He was spreading freelance venom. And the law firm, Odelson & Sterk, did what vilified, politicized lawyers do. They filed suit. Welch, himself a politically connected lawyer with school districts as clients, can't be surprised he was sued.

Yet we are surprised, as noted above, that even Chris Welch would have the audacity to expect taxpayers to pay the legal fees tied to his loose tongue. In past days, we might have been stunned that the school board majority could roll over so submissively and add this cost to their atrocious deficit. But no more.

Even the Better Government Association's executive director, contacted by the Review, described himself as "a little speechless" after hearing a reporter's explanation of this absurd situation. "I've seen a lot of strange things at the BGA, but this is new territory," said Jay Stewart. When your brand of corruption leaves a good government advocacy group in Chicago speechless, then, you've accomplished something.

Into the swirling vat of misfeasance that is District 209, the school board also plopped a newly minted superintendent last week. Welcome to the horror show, Nettie Collins-Hart. What you have done to deserve this we can hardly imagine. This district chews up superintendents as sport. In our coverage this week, we quote you as saying, "When I met with that board, I could hear the intensity of their hearts and their souls and what they want for the children."

Honestly, Ms. Collins-Hart, we never hear this school board talk about children. And that is simply the most damning charge we can make. This school district is at or near the bottom of all high schools in Illinois in test scores. Its finances are ruinous. Its students are regularly murdered. And the school board never talks about children.

Welcome to Proviso.

Well citizen, we would have to ask all the lovely people who voted for Welch.  I believe DC used to be a supporter.  I have never voted for this smuck and would love to know which of our lovely village officials are Welch supporters.  Calderone?  Hosty?  Curry?  Tellalian? 
 
This school district is truly an embarassment to our village.

I've said it before-- some people only stop their corrupt b.s. when they're standing in an orange jumpsuit being arraigned in federal court. Welch is one of them. In the meantime, I'd like to ask if it's OK with the D 209 board if I just flush our $2,500 share of taxes for their pat=hetic school system down the toilet to save some time.

BTW, Lil MAC is a supporter of anyone who makes his life easier. That's his only litmus test. Go along to get along, the public be damned. If that wasn't the case, he'd be speaking out against Welch's hypocrisy and arrogance. But then, that would be the pot calling the kettle black, wouldn't it?
