I always thought this was a red herring in the whole Ryan saga. It assumes that a qualified driver would have seen the part falling off, or that no such accident would have been possible but for the driver's apparent lack of qualifications. Why not blame the trucking company who hired this driver instead? They are the ones who didn't maintain the truck. Even a seasoned "veteran" might pick up a trailer with a defect on occasion.

Also, don't for a minute think that Ryan was the only secretary of state who sold drivers licenses. How did Paul Powell wind up with all those shoeboxes full of money?

1. Having a commercial license makes you responsible for vehicle you're driving. Period. You are expected to inspect it before heading out on the road. Brake lights, brakes, head lights, horn, yadda yadda yadda. He should have seen the heavy tail light structure that was dangling from the rear of his truck.

Long before Ryan, there were many drivers of various vehicles on the road who couldn't pass a bonafide test and didn't. Wanabe drivers brought in by the carload, unable to understand the most basic English, I person took the test all got licenses, a little system worked out in advance $$$.  A little boost left on the seat between you and the instructor, your guarantee. How many fatalities, injuries resulted, we'll never know. Don't know how this decades old practice of pay-for-drive ended up sitting in Ryan's lap.
