Are these the same people who flooded last year? As individual homeowners take steps to prevent flooding that water is going to go somewhere else.

Has the village expressed any interest in knowing if there's a pattern to the flooding that might point to a clearer cause/solution?

Is it really an either/or?  Doing anything serious to our sewer system would cost a ridiculous amount of money.  If the money used from every Summerfest and Ribfest was instead invested going back 30 years perhaps we'd have a drop in the bucket, but when one community does something but the rest of the world remains the same or gets worse there is no point.  

Severe weather conditions are here to stay and the sooner we learn to adapt the better.  So, to be read in the style of Faye Dunaway as Joan Crawford "No more finished basements!"

What I said sounds harsh, but we got water too last year, had to file a home claim and certainly lost money.  So I'm in the same boat, I just think we should be realistic about changes made to our local sewer system.

I don't think 30 years worth of fest money would come even close to the cost necessary to upgrade the entire sewer system.  I think Dunlop Man stated the best case scenario, with (i.e. Oak Park) gradually updating sections at a time, over time.  

That said, if you're willing to sink $6G into your system for overhead sewers you're probably OK, depending on the water table..  (I'd still be leery about anything more than throw rugs, though)

Yes, adapt, but ignoring the issue is not the answer. Oak Park has been upgrading/changing over their infrastructure for years now. No, we can't do the whole village at one time but we can certainly start. Making Harvard and Jackson 'pretty' on the outside but doing nothing to the innards is not the proper way.

That said, pie, last year Oak Park had record flooding.  I know people from both sides (N/S) who flooded miserably.

I think they said about 70% of Berwyn flooded (sounds high, but I was bone dry so who really knows), including many homes that hadn't for 30+ years (as long as the present homeowners resided).
