A brief trek through the internet news on previous campaigns gives a hint of how Tom Mannix operates.

There are people in politics with ideas and coherent, cohesive argument to make.

And there are people like Mannix, who need to throw all the mud they can find in their attempts to win, and, failing to find mud, use innuendo against private citizens.

Apparently they don’t feel they can stand on their own merits.

Mannix consulted on State Sen. Carole Pankau’s last two political races. She paid him $22,493 to run her 2009 race for DuPage County Board Chairman.

She lost.

Pankau then paid his Dolfin Consulting $25,806 to run her 2012 re-election bid for 23rd State Senate.

She lost again, this time to a Hostess Bakery route salesman who’d been mayor of Villa Park for three years.

Mannix went negative in 2012, pulling FOIAs and combing through the material for anything to attack her opponent with.

On Oct. 12 the Daily Herald, reported, “Republican state Sen. Carole Pankau and her campaign staff are questioning the ethics of emails and a phone call made by Democrat and Villa Park Village President Tom Cullerton, her opponent in the 23rd District race.”

That questioning, the Herald didn’t note in their article, was from bits of dirt Mannix dug up for her.

“While researching Cullerton in advance of the Nov. 6 election, Pankau's campaign staff found two campaign-related emails and a phone call from Cullerton's municipal accounts that may indicate violations of ethics and campaign disclosure regulations.

Here are the supposed violations voters were supposed to turn against Cullerton over.

• An email Cullerton sent from his village address announcing his candidacy for the 23rd District state Senate seat.

• One reply to a Villa Park attorney's email providing information about a fundraiser and saying "you can contribute now if you like."

• And an 11-minute phone call March 26 from Cullerton's village cellphone to a number listed for 8th Congressional District candidate Tammy Duckworth's campaign.

"I think it speaks to the larger issue of trust," Pankau told the Herald. "It's a small little thing, but it erodes that feeling of trust and ethics."

Cullerton, obviously disagreed, telling the Herald, "Truly this is grasping for straws," and calling the tactic “desperation.”

The Herald reported that, “Pankau has gone negative before, including in the spring primary when her campaign shared with Republican leaders a video of GOP state Rep. Randy Ramey's August 2011 DUI arrest that later was posted online. She doesn't deny bringing up negative points about opponents but said campaign research shows challengers' views on issues caused them to lose — not demons from their past.”

So then, if that’s the case, why do dumpster divers like Mannix go looking for those demons?

I suspect it’s because it beats having to craft a winning message based on the merits.

Just like it’s easier to throw mud at people- including the very citizens you’re supposed to be representing- behind anonymous FOIAs and websites than it is to parry their arguments and make coherent arguments of your own.

Not that I’ve seen Mannix make anything resembling a coherent argument since he’s moved here.

Make of what’s below what you will. Mannix is currently consulting for Hoffman Estates mayoral candidate Ray Kincaid, who’s running against incumbent Bill McLeod.

On Jan. 8, “Thomas J. Mannix” filed a FOIA with Hoffman Estates, stating:

“I am requesting a list of candidates (name, address, city, state and zip) that filed to run in the April 9th, 2013 Consolidated General Election.”

 “On January 4, another FOIA was filed, this one by foiadoctor@gmail.com. It states:

 “Under Illinois FOIA I General
am hereby requesting the following records:

"Government 1) List of all current Liquor license holders in
the Village, including names and addresses

2) List of all 2012 and 2013 business license
holders in the Village, including business
names and address

3) List of all buildings in the Village of
Hoffman Estates that are not compliant with
the Village's sprinkler ordinance

4) The FOIA that was returned yesterday
did not include the FULL cell phone bills for
Bill McLeod, I would like the FULL bills,
including inbound and outbound calls
associated with the Village phone.

5) A list of all IPASS transactions associated
with the Village vehicle used by Mayor
McLeod for the past 24 months, including
individual toll booth charges, amount and
date charged. This is a non commercial request for records. Thank you.”

Someone’s getting ready to go negative, aren’t they?

Think we’ll see McLeod’s name splash across the Forest Park Turd Squid soon?
