The Review reports that D209 found $800,000- five zeroes- in unrecorded deposits recently after an audit.

The story leaves the reader uncertain regarding just who the biggest clowns were in this mess- the Proviso Township Treasurers Office, or the conga-line of unqualified clowns at D209. 

The Review reports that D209 finance director Todd Drafall, a doggone real actual qualified financial professional type, "is still getting used to the fact that the township treasurer provides monthly finance reports that must be picked up by a driver instead of sent via pdf."

I had to read that line twice for it to sink in. What? The township treasurers office missed the dawning of the fax age?

So, tell me, are people at the Township Treasurer's Office still working with quill pens and bound ledgers too? Green eye shades?

I guess when you have people hired solely through political ties, family history or who someone "slept" with, you have to find something for them to do, right? 

Hopefully the shift over to genuinely qualified people will continue.

Ya know, if the state's fiscal oversight board had only known that there was an extra $800,000 handy, they just might have been, just maybe, OK with D209 paying for Chris Welch's legal settlement for slandering people anonymously on the Proviso Insider website, then lying through his teeth about it.

Working with a trifecta of stank. There's the D209 stank, the Proviso Twp. stank and the Proviso Twp. School Treasurer stank. This particular stank comes straight from the Twilight Zone.

These overlapping fiefdoms are rife for confusion and money problems. Just look at what happened in Lyons Township over the summer!

Sure, the books are sort of balanced now for D209, but we'll never know how much "leakage" is built into the shell game. All of this could be avoided by getting rid of these urban dinosaurs once and for all. The excuse that outside of Crook County, townships are vital because they provide all the services for the residents just doesn't cut it when crap like this goes on because of it.

The layers upon layers upon layers of redundant and unknown money tricks have outlived their minimal usefulness.

I wonder why our state rep. isn't trying to end these ongoing criminal totally legal, but scummy beyond belief, enterprises?

FWIW, Oak Park voters, urged on by the Wednesday Journal, got rid of the Cicero Township Treasurers office's role in their finances back in 2007. 

Referendum would axe Cicero Township office

Voting yes would dissolve obsolete treasurer post

Follow-up legislation in Springfield, allowed the Cicero and Berwyn elementary school districts to follow Oak Park's lead and withdraw as well. State Sen. Don Harmon did the heavy lifting there, as he's done on numerous occasions for Oak Park and River Forest when called upon.

Of course, Don Harmon is Don Harmon. Who is most definitely not to be confused with "our state representative," who is now, unfortunately, Chris "Proviso Insider!!!" Welch. 

Unlike Harmon, Welch is far more prone to create messes than clean them up. 

BTW, the referendum read simply: "Shall the offices of Township Treasurer and Trustee of Schools of Township 39 North, Range 13 East be abolished?"

Our little petri-dish in Proviso has been spewing out big hairy clues of our disease(s) for nearly half-a-century. You name it, it's in there. If anyone was serious about eradicating the plague of problems in bureaucracies, they could learn everything they need to know right here.

It's always been this way? Everybody does it? Perhaps, but that's hardly heartening, or anywhere near the point. It boggles the mind to consider where we might be if our tax dollars weren't being hideously misguided, mishandled, misplaced and generally misused.

The depths of our ethical lapses are complicated further by their standing as technically LEGAL, or brushed aside as the product of chronic complainers. Because some part of the tax bounty is actually reaching its earmarked target, the constant leakage is simply the price we all must pay for continuity and a facade of normalcy. That's normal?
